How Ethereum DAO governance works

Most large Ethereum DAOs run a two-layer process: cheap off-chain signaling first, binding on-chain execution second. The debate that decides everything, though, happens somewhere else entirely — the forum and Discord.

    A proposal starts as a Request-for-Comment on the DAO's Discourse forum, cross-posted to Discord and X. This is where the real arguments are made — and lost.

    Gasless, IPFS-signed signaling to gauge support. No transaction, no gas — but no execution power either.

    On-chain Governor proposal

    A binding vote via Governor Bravo or OpenZeppelin Governor (surfaced through Tally). Every vote is an Ethereum transaction.

    Timelock & execution

    Passed proposals clear a timelock and execute trustlessly, or via a Safe multisig. The 'why' behind the decision is already scattered across three platforms.

Two layers of voting — and a third layer that decides everything

Ethereum DAOs standardized on a clean voting stack. The reasoning layer never got standardized at all.

Off-chain: Snapshot

Gasless, IPFS-signed temperature checks. Anyone with tokens can signal support without paying gas — but a Snapshot result executes nothing on its own.

On-chain: Governor Bravo

The OpenZeppelin/Compound Governor standard (surfaced via Tally) sets voting period, proposal threshold, quorum and timelock. Every vote is a transaction; passing proposals execute trustlessly.

Delegation

Token holders delegate voting power to representatives who vote on their behalf. Delegates carry outsized influence — and rarely a structured record of why they voted as they did.

The participation crisis

Even flagship DAOs like Uniswap and Maker struggle to clear 10% voter turnout on critical proposals. Governance complexity and cognitive burden drive 'rational ignorance' — concentrating power in a small set of delegates. DAOs now pay for participation (Uniswap's delegate rewards, Arbitrum's RAD program). Structured argument trees attack the root cause: they make the reasoning fast to absorb, so voting is informed rather than avoided.
