The Arbitrum DAO governs Arbitrum One and Nova through ARB-token voting, split into a temperature-check phase and a binding on-chain phase, with a Security Council for emergencies and the Arbitrum Constitution setting the rules.

Arbitrum's constitution splits proposals by risk and hands emergency power to an elected council — a structure that rewards well-argued proposals and punishes noise.

Constitutional vs Non-Constitutional AIPs

Constitutional AIPs change the governance framework, core protocol or chain management. Non-Constitutional AIPs cover treasury allocations, grants and community initiatives. Each follows its own thresholds and timelocks — and a proposer must have at least 1,000,000 votable ARB delegated to submit.

The Security Council

A committee of 12 democratically elected members holds a multisig with power to take emergency and non-emergency actions. It's a backstop the community elects — and elections, like every big decision, deserve structured argument rather than a Discord popularity contest.
